Ann Bridges Steely is the Director, Contracts at Raytheon Integrated Communications Systems .  Director of Acquisition Management for the Defense Threat Reduction Agency. Her organization provides dedicated contract and acquisition support to all mission areas of DTRA.Her Directorate plans, executes and administers contracts for the wide array of supplies and services necessary to help safeguard America and its friends from weapons of mass destruction by reducing the present threat and preparing for the future threat.She also serves as the primary business advisor to DTRA in matters relating to acquisition and contract management.Ms. Steely received a Bachelor of Science degree in psychology and philosophy in 1977 from the University of Alabama at Birmingham and a Master of Public Administration degree from the same university in 1980.From September 1986 to June 1987, she participated in the Air Force Institute of Technology's Education with Industry program with Pratt & Whitney Division of United Technologies.She is Level III certified in the Acquisition Career Fields of Contracting, Acquisition Logistics, and Program Management.She started her civil service career in Nov 1981 as part of Air Force Logistics Command's Mid-Management Career Development Program.Assigned as a Contract Negotiator in the Depot Maintenance Equipment Section at San Antonio Air Logistics Center, she became a contracting officer in 1983, and was promoted to Section Chief in 1985.After her assignment in EWI, Ms Steely served as a Procurement Analyst on the Contracts Committee and became Chief of the Logistics Contracting Policy Branch in November 1986.From Apr 1989 to Jul 1991, she served as Chief of the Engine Contracting Branch where she was responsible for total acquisition and contract administration activity supporting the F100, T56, J85, TF34, and various other Air Force and FMS propulsion systems.From Jul 1991 to Oct 1991, she was Chief of the Tactical/Trainer/Helicopter Propulsion Logistics Management Branch.In Oct 1991, Ms Steely became Chief of the Aerospace Equipment Contracting Division where she lead 275 contracting personnel as they provided cradle-to-grave contacting support for programs including automatic test equipment, gas turbine engines, and flight line and depot maintenance equipment.In Dec 1992, she became Deputy Chief of the Airlift/Tactical/Trainer Propulsion Logistics Division.In that capacity, she provided complete logistics and program management responsibility for a wide variety of propulsion systems including the TF39 (C-5 aircraft), F117 (C-17 aircraft), T56 (C-130), and the TF34 (A-10 aircraft).From Dec 1996 to Jan 1999, she served as the Director of Contracting for the Air Force Center for Environmental Excellence, executing and administering contracts for environmental studies, assessments, remediation and design efforts.In Jan 1999, Ms Steely became the Deputy Director of the Human Systems Program Office at Brooks Air Force Base, TX.There she led approximately 400 military and civilian personnel in the development, production, deployment, and sustainment of over 50 acquisition programs for all USAF aircrew safety systems, aeromedical systems, and nuclear, chemical, and biological systems.Ms Steely entered the Senior Executive Service and assumed her current position in April 2000.
